How can I tell people I don't want them holding my newborn?

My daughter is now 1 month old, and I can't believe how many people, even strangers, want to touch and hold her. I tend to be a germ-freak, so I am having a hard time finding a way to say "no" without sounding mean. What is a way I can tell them nicely to keep their hands off or that I don't want them holding her?
